The Board of School Education Haryana was founded in 1969, under the Haryana Act No 11 of 1969. At that time the office was in Chandigargh but later shifted to Bhiwani in January 1981. The Board conducted the first matric level examination in 1970. The board started administration of Middle Examination in 1976 to improve the educational standards at Middle level. In 1987, the board started the conduct of class XII examination under the new pattern and in 1990 started conducting Vocational Examination keeping in view the need and relevance of vocationalization of education.
The board is promised to send education to each and everyone and hence established the Haryana Open School in 1994 and thus started educating to those unable to receive formal education or may not continue studying due to many other reasons. The Board started with 100 staff members now has more than 800 staff members and administers examination for more than one million candidates in a given year. Besides conducting examination the Board is earnestly committed to its long-term goal of raising the standard of education in the State. The board has recently started different innovations in different facets of school education so as to maintain sanctity as well as reliability of examination on one hand and simultaneously may improve the quality of education on the other hand.
Unfair practices in the examinations have been stopped and board has decided stringent punishment to those involved in such practices. The information technology has made the board a technology savvy unit. The board is utilizing information technology services to improve the quality of education in the State of Haryana. The board has started the semester system of education from the academic year 2006 – 07, and thus became the first board in India to do so.
The State Board of Education Haryana is the first board to introduce relative grading, CCE (Continuous & Comprehensive Evaluation) in all board classes i.e. Middle, Secondary & Senior Secondary. The head of the board is a chairman appointed by the state government. The chairman is assisted by a vice chairman and a secretary mainly, who in turn got assistance from other staff members.
Functions of the Board
The main functions of the board are as follow:-
(1) Stipulate the courses of instruction, textbook and other books of study for school education;
(2) Carry out examinations for school education
(3) Publish the results of such examinations, grant certificates and diplomas and award scholarships, medals and prizes;
(4) Stipulate conditions for recognition of schools and other institutions;
(5) Solicit reports from the Education Directorate or the District Education Officers;
(6) Approve measures to promote physical moral cultural and social welfare of students;
(7) Systematize and provide lectures, demonstrations and educational exhibitions, seminars and symposiums
(8) Take necessary steps with regard to the modernizing of school curricula, strengthening of science and mathematics education, work experience and vocationalisation of education;
(9) Withdraw recognition from the institution;
(10) Submit annual audited accounts and balance sheet together with the annual report of the Board to the State Govt. and publish such accounts and balance sheet in the Official Gazette; and
Perform such other acts and things as it may deem fit for the rationale of carrying out the provisions of this Act.
Haryana Open School
The Board of Education Haryana Government established the Haryana Open School (HOS) with the purpose of providing education to all at their doorstep.
